F-1签证已拿到，入境前想换学校

现在的情况是：没有去过美国，先拿到了A学校的 I-20，办了 F-1 签证，后来 B学校又下来了offer，B学校更好，想去B学校。咨询了多方，得到了不同的答案：

  1. A学校国际办公室：让我拿着现在的签证（based on A's I-20）和 B学校的 I-20 入境，入境时候给海关看 B 学校的I-20，之后直接去B checkin；

2.B学校：让我拿着现在的签证和A的I20入境，入境后去找A check in，之后要求A给我转走SEVIS record 到B；

  1. CBP：我问CBP 是否可以 先transfer SEVIS fee 到 B学校的 SEVIS ID，然后拿着 A的签证和B的I-20入境，CBP 回复：

"Students who have a valid (unexpired) F or M visa that was originally used for a different school or program can generally return to the United States with the same visa, even if the visa annotation has outdated information (e.g., school name, program dates, or SEVIS number). The student must have a Form I-20 with the current information."

但是其中这个 “return to US ..” 我没太理解，不知道是否适用于首次入境的情况。

现在我想听 A 学校的，transfer SEVIS fee ，然后拿 A的签证和B的I-20 入境，不知道有没有老哥试过这样？ 入境时会不会有遇到麻烦？ 非常感谢！
