没啥用。人家可以帮你扫描之后发给你。这就是传说中的“白名单”出境制度，除非体制内有人帮你开口子，否则没法办。白名单就是反复审查你。从办护照、申请签证到买机票，都是这样子。90年代都是这么出国的。签证出签还要去公安局销户口，才可以买国际机票。
