You could have understood the bar graph like this if you had found the figures show the gap between the in-migrants and out-migrant rather than the absolute value of either ones, indicating AB has a huge number of population influx while BC & ON get huge population loss.

I think the numbers (11534, -1112, etc) refer to the white circles, which is the difference between in-migrants (blue bar) and out-migrants (red bar).
