Thailand is like a best bang for your buck situation for first world immigrants, you'll get a lot more booze, drugs and girls in Thailand than anywhere else in the world for the same amount of money. These people also usually don't need any visa, they just make money back home, stay as tourists and enjoy their sabbatical. Nobody actually works in Thailand so working visa is not a problem for them.
Most Chinese immigrants in Thailand are rich, like rich enough to enjoy the low COL, good weather and laid back lifestyle in Thailand but not rich enough to do it in first world countries. So they don't need to work either. They usually get elite visas which is basically paying a shit load of money for your legal presence in Thailand.
