CS 类你网上考证就行，工程需要有实际的工作经验。而你没点经验，你也没法去工作。
除非是拔尖的外国人另说，基本上都是本地人包了。
而且这类专业很大一部分都和机密相关，动不动就只收公民的。感觉去国外读工程的，一般家里有钱，回国有照应的，要移民不是最优先选项。
