加速度的に進む、日本の人口減少と高齢化の中において、将来的に限定的な移民の受け入れを進めるべきと主張している。その上で、日本人が嫌がるような仕事を外国人にさせるというような考えを持つべきではないし、日本人と同じ仕事ならば賃金も一緒でなければならないと述べ、加えて、医療や年金などの社会保障の考慮や、言語や習慣などにお互いが違和感を持つようなことがないような施策が必要との考えを示した
