what's the matter? is it also an effect of Great firewall? then how do you duck this curse? after all VPN via the Mainland server?

There was a local government website got hacked in Xinjiang, which leaked so many files. I believe since then most local government websites just blocked all foreign IP accesses. You got to use a VPN to access those websites.

Probably yea. There are some "reverse VPN" providers, ie, servers located in China. They mostly target some Chinese games or streaming/music sites. But I guess you can try use for gov sites too, if you really need fast access.

中国の交通警察の公式アプリ「12123」は海外利用できません。一方、日本の「自動車検査登録ポータルサイト」も海外利用できません。どっちがよりやべえは分からん。
