这说的是应该是你得作为申请者须符合包括以下第一点的要求。
然后第一点要求你必须是非日本国籍，并且没有日本在留身份或学生身份，然后你在入学（没有语境我不确定你这里的admission是什么意思，姑且写入学）以前也不应该取得任何在留身份。
我估计你这是什么交换生项目，你就应该凭国际学生身份申请，而不是要求你要事先取得什么身份。
