首相两次找藤井同志谈话，又找东大，京大，东科大等负责同志谈话，批判东京大学的汇报提纲，并说：“新领域搞这么多中国人，从不要打招呼，从不要经过批准，多招些日本人为什么偏偏要打招呼？难道中央的决定不算数吗？扣压日本人的申请，包庇中国的做题家。帝大是阎王殿！要打倒阎王，解放小鬼！我历来主张，凡左派集团做坏事，就要号召群众造反，向关东近畿进攻。地方要多出几个孙悟空，大闹天宫！”首相又批评东大：“东大、帝大、高等教育战线要是再包庇坏人，东大要解散，帝大要解散，文部省也要解散！”并要东大对小留收钱代考的事，向文部省道歉。首相最后说：“去年九月，我问一些同志，我们的最高学府出了修正主义怎么办？这是很可能的，也是最危险的！”
