不过我估计不明提总量限制的基础是对于能发技人国的企业进行大幅审查，不能发的坚决不给发，不符合的无论如何不发，这样能够让大批中国越南尼泊尔印尼斯里兰卡企业事实上无法再随便招聘本地人。
