高度人才那个表就不合理。参数太少导致很多真正的高度人才申请不下来。比如早时期来日的不少it大佬是实践型人才。大学毕业就参加工作了，勤勤恳恳工作发展到负责工程全流程。依照表中来看学历首先加分不足，其次年收高但是年龄超了所以年收不达标。这样被刷下去的一大把。不过这些大佬也没必要申请高度人才了，在日年限都是到期的，直接走时间永住了。还没申请永住的大多是没找到担保人，想完全合法的永住。

制定者实际上想要的不是高度人才，是

高收入人群和年轻高学历者。

What this person fails to realize is that if someone is up to date on all tax obligations and follow all of the requirements, these people are not actually violating any immigration laws as they are currently.

In fact, 高度専門職１号ロ allows for a person to operate a self-owned business in accordance with their salaried job, so it is 100% legal under current immigration regulation for someone to run a business to pay a Japanese employer to hire you locally if you are on the HSP visa. If you are sponsoring a normal Humanities visa, that is not legal unless you get special permission.

This has been reaffirmed by immigration lawyers in Japan to be the case, but they obviously don’t advertise it because A) only the rich can afford such luxuries and B) it would delegitimize the 行政書士 model in a sense.

Sure, so you just get hired by a company that on paper can hire, fire and reassign you. They won’t and don’t because your business is contracted to them either monthly or yearly to put you on their payroll and then you’re in compliance. The only way this would constitute fraud is if you say “I am working on x, y, and z” and really you’re doing a, b, and c or nothing at all.
