ofba03p· ↗専門的な知識を生かした職業向けの在留資格「技術・人文知識・国際業務」（技人国）の取得要件について、政府が、日本語を使う業務に就く場合は原則として日本語能力の証明を求める方針を固めたことが3日、政府関係者への取材で分かった。技人国で入国しながら、本来禁じられた単純労働に就くケースが問題となっていた。4月中旬にも指針を改定し、審査を厳格化する。
政府関係者によると、改定指針では、語学力の国際標準規格「CEFR（セファール）」で「B2」レベルの日本語能力を証明する書類の提出を求める。日本語能力試験では「N2」が相当する。今の要件は大学卒業か同程度以上の教育を受けたこと、実務経験などだが、日本語能力は求めていない。
新たに来日し、日本語を用いる業務に就く目的で技人国を申請した人が対象。技人国への在留資格変更を求める留学生らは除外される。
指針では他に、技能実習や特定技能で、暴行事案・賃金未払いなどの理由で5年間の受け入れ停止となった業者に、停止期間終了まで技人国での受け入れも認めないようにする
