主要区别：
- 老的在留卡16岁以下的人不用照片。新的在留卡1岁以上的人都要照片。
- 在留期间（几年几个月）不显示了。
- 许可的种类（变更、更新、XX管理局局长）、许可的起始时间等、也不显示了。
- 在留卡编号从右上角移到了正下方，字体巨大
在留卡背面没有变化。
那些信息虽然卡片上不显示，但芯片里仍然保存，目的是为了推广芯片读取
